Regional CBNRM Project Achievements by Output

The first phase of the Regional CBNRM Project ended in December 2005. During that inception phase, the Project made good progress in laying a foundation for the next stage, the Implementation Phase.

Working with strategic partners and stakeholders, the Project was able to achieve a number of milestones by the close of the Inception Phase in 2005. Main achievements by project output are given below:


Output 1: Regional Forum for sharing best practices, information and carrying peer reviews supported

Support for national and regional CBNRM fora to promote the sharing of best practices is provided under this output, as well as for peer review of agreed guidelines and performance standards.
  • Two new fora were established for Zambia and Mozambique
  • Support was provided for revitalisation of forum in Zimbabwe, and the Botswana forum
  • Regional forum was established
  • Regional forum annual meetings held in 2004 and 2005
  • Regional forum working groups [Training; Community Based Enterprise Development (CBED); Performance Monitoring; Management Oriented Monitoring Systems (MOMS); CBO Organisational Development; and Policy Working Groups] established to work on identified key thematic areas to enhance CBNRM
  • CBNRM Performance standards protocols were developed by practitioners from Botswana, Namibia, Mozambique, Malawi, Zambia and Zimbabwe
  • Field testing of performance standards ongoing in selected sites in Botswana, Namibia, Mozambique, South Africa, Zambia
  • Five national forums submitted workplans and budgets for 2005, and grant agreements signed
  • Botswana forum produced position paper to feed into CBNRM policy
  • CBNRM Status report produced for Zambia in 2005
  • Regional CBNRM Forum Steering Committee selected and chairperson elected

Output 2: Appropriate CBNRM training supported in formal and non-formal institutions

This output promotes mainstreaming CBNRM at tertiary and vocational level. The key to successful project implementation was the development of strategic linkages with appropriate training institutions in the partner countries (project stakeholders) and was accomplished with institutions in Mozambique, South Africa, Zambia and Zimbabwe.
  • Training needs assessments were done for selected institutions in Botswana, Mozambique, Zambia and Zimbabwe
  • Reviewed curricula for Southern Africa Wildlife College (South Africa), Nyamaluma African College for CBNRM (Zambia), Mushandike Natural Resources College (Zimbabwe) and University of Bindura (Zimbabwe) with project support so as to incorporate CBNRM
  • Seven manuals were developed for the region:-
           - Quota Setting Manual for Zambia
           - Quota Setting Manual for Mozambique (Portuguese)
           - Human Wildlife Conflict Manual
           - Community Based Natural Resource Management
           - Counting wildlife for Mozambique (Portuguese)
           - CBNRM Manual for Mozambique (Portuguese)
           - Financial management for Mozambique (Portuguese) 
  • Training was provided for ZAWA, PWMA, DNAC, and DNFFB staff in quota setting in 2004 and 2005
  • Inventory of CBNRM training materials conducted, and database for materials developed
  • Training courses on quota setting, problem animal management, event book system conducted in Zambia, Mozambique and Namibia

Output 3: Strategic institutional capacity building of focal organisations involved in CBNRM

Capacity building is more than training and includes backstopping, advising, guiding, advocating, mentoring and providing financial grants to improve operational delivery to communities and CBNRM constituency by the institution receiving support at country levels. The project identified focal partners in the participating countries and provides these with capacity building inputs to strengthen their position as mentors and promoters of CBNRM at the national level.
  • Support to focal institutions has been provided for Zambia, Mozambique, Zimbabwe and Botswana through the Management Oriented Monitoring Systems (MOMS) work
  • Over 70 MOMS sites selected in Botswana, Namibia, Mozambique and Zambia
  • Field testing of MOMS in Caprivi in Namibia
  • MOMS teams established in Zambia, Mozambique and Botswana
  • Department of Environmental Affairs and Tourism identified as focal institution for collaboration on the CBNRM programme in South Africa
  • Support provided to the CAMPFIRE Association on performance monitoring


Output 4: Policy and legislation support to promote and improve implementation of CBNRM

The Project engages in policy development and implementation to enhance CBNRM performance as well as mainstreaming CBNRM into other sectoral, national, regional policy processes.
  • The project provided support for CBNRM policy development in Zambia, Zimbabwe (revenue sharing)
  • Policy review carried out in Botswana, Malawi, Mozambique, Namibia, Zambia and Zimbabwe
  • Synthesis report on policy review produced
  • Feedback workshop of regional experts on policy held to review policy synthesis report and identify CBNRM policy gaps
  • Support to ZAWA towards developing a framework for stakeholders in wildlife management
  • Developing and implementing access and benefit sharing mechanisms with Department of Wildlife and National Parks in Botswana, the Department of Tourism (DNAC) in Mozambique, and the Parks and Wildlife Management Authority in Zimbabwe

Output 5: Strategic Interventions implemented (HIV/AIDS, crosscutting, gender issues and emerging issues)

In addition to overall Project coordination, the Project Management Unit (PMU) is expected to function as a secretariat to the Regional CBNRM Forum, providing support for partnerships, fundraising, coordination, and acting as an information-clearing house. Emerging and crosscutting issues, such as promotion of gender balance, mitigating the negative effect of the HIV/AIDS pandemic are addressed under this output.
  • Strategic funding and non funding partnerships were established with regional, national organisations and institutions
  • Brochure produced to communicate Regional CBNRM Project to stakeholders
  • Stock taking exercise carried out to asses management capacity of selected producer communities in Botswana, Zambia, Zimbabwe, Mozambique and Namibia
  • Programmatic linkages with Miombo ecoregion program
  • Regional HIV/AIDS workshop was held to discuss impact of HIV/AIDS on CBNRM, and to define the appropriate responses from a WWF project perspective
  • The Project facilitated development of a WWF SARPO HIV/AIDS workplace policy to incorporate HIV/AIDS aspects in their programme development and project design
