Required Qualifications

    &lt;li&gt;Support the Programme in the development of new initiatives linked to climate change adaptation and develop proposals to be submitted to the donors;&lt;/li&gt;
    &lt;li&gt;Build and reinforce WWF staff capacity and knowledge on climate change, its impacts and responses especially adaptation;&lt;/li&gt;
    &lt;li&gt;Promote the integration of the climate change adaptation in all WWF projects;&lt;/li&gt;
    &lt;li&gt;Support the Conservation Science and Species Programme in (i) the gathering, compiling and communication of climate change information, knowledge and scientific data, especially those related to Madagascar and the West Indian Ocean region and (ii) the development of a comprehensive data base on climate change adaptation;&lt;/li&gt;
    &lt;li&gt;Support the Geographic Information System Unit in the integration of the climate change issue in the priority-setting process and analysis;&lt;/li&gt;
    &lt;li&gt;In close collaboration with the Footprint Programme Coordinator, who holds the lead on climate change mitigation, represent WWF in the National Committee on Climate Change,&lt;/li&gt;
    &lt;li&gt;In collaboration with the Monitoring and Evaluation Officer, develop a monitoring-evaluation system for climate change projects and ensure its implementation and follow-up;&lt;/li&gt;
    &lt;li&gt;Ensure the development and smooth running of workshops, conferences, seminars and any other form of meetings related to climate change adaptation;&lt;/li&gt;
    &lt;li&gt;Inform the Programme on current issues and trends regarding climate change, and climate change-related research;&lt;/li&gt;
    &lt;li&gt;Maintain permanent communication and links with the Ecosystems and livelihoods Adaptation Network (ELAN);&lt;/li&gt;
    &lt;li&gt;Ensure that climate change projects are planned and implemented according to WWF project management standards;&lt;/li&gt;
    &lt;li&gt;Represent the Conservation Science and Species Programme Coordinator in meetings with partners, when appropriate.&lt;/li&gt;

Administrative and Financial aspects
&lt;ul&gt;
    &lt;li&gt;Ensure that climate change projects are planned, implemented and reviewed according to WWF standards on administrative and financial management;&lt;/li&gt;
    &lt;li&gt;Develop annual, bi-annual and quarterly work plans for climate change projects and ensure coordination with other WWF projects;&lt;/li&gt;
    &lt;li&gt;Develop quarterly, bi-annual and annual technical reports to donors and WWF International;&lt;/li&gt;
    &lt;li&gt;Organize the planning and implementation of evaluations and reviews of climate change projects and ensure all recommendations are implemented;&lt;/li&gt;
    &lt;li&gt;Maintain a regular communication with donors and provide support in the organization of their eventual visits to Madagascar;&lt;/li&gt;
    &lt;li&gt;Prepare and ensure the follow-up of all contracts (providers, consultants and researchers), establish and monitor the budgets;&lt;/li&gt;
    &lt;li&gt;With the support of the Project Support Officer, monitor the financial health of the projects: funding status, budgets, financial reports, burn-rate;&lt;/li&gt;
    &lt;li&gt;Supervise the climate change projects staff;&lt;/li&gt;
    &lt;li&gt;Contribute to the preparation and the coordination of the internal and external evaluation of climate change projects.&lt;/li&gt;
&lt;/ul&gt;
Required knowledge and skills&lt;br /&gt;
&lt;ul&gt;
    &lt;li&gt;At least 5 year-experience in applied researches related to climate change adaptation;&lt;/li&gt;
    &lt;li&gt;At least Masters Degree in Biology, Agronomy, Forestry, Earth Science or equivalent;&lt;/li&gt;
    &lt;li&gt;Strong analysis, conceptualization and long term vision capacity; proven experience in the design, implementation, and direction of complex and diverse projects, encompassing multiple programs;&lt;/li&gt;
    &lt;li&gt;Proven capacity to generate successful collaboration with partner institutions;&lt;/li&gt;
    &lt;li&gt;Excellent communication and writing skills in French and English;&lt;/li&gt;
    &lt;li&gt;Capacity to work in a multidisciplinary team;&lt;/li&gt;
    &lt;li&gt;Strong computer skills (Word, Excel, E- mail); background on database management and GIS tools (Arcview, ArcGIS etc) would be an asset.&lt;/li&gt;

In addition, a sub-regional office for the Greater Mekong operates in Viet Nam, a project office is hosted by IUCN in Thailand, and project staff are based in other countries of the region. The Regional Programme Manager will be supervised initially by the Executive Director of TRAFFIC International, the head office of the TRAFFIC Network, based in Cambridge, UK. This line management is likely to shift to a new senior programme director position before the end of 2009.&lt;br /&gt;

TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. TRAFFIC actively monitors and investigates wildlife trade and provides information to diverse audiences worldwide as a basis for effective conservation policies and programmes. The organization was founded in 1976 and has grown into an international network, with 30 offices worldwide, organized in eight regional programmes. &lt;strong&gt;CHARACTERISTIC DUTIES&lt;/strong&gt;&lt;br /&gt;

En este contexto apoya el monitoreo y evaluaci&#xf3;n  paradar seguimiento a los indicadores y objetivos establecidos para los procesos internos del programa forestal y las propuestas de innovaci&#xf3;n y mejora que permitan fortalecer el impacto del trabajo de WWF en el campo y una mayor visibilidad de estos resultados al nivel regional.&lt;br /&gt;

Entre sus &#xe1;reas de competencia se encuentra adem&#xe1;s a organizaci&#xf3;n de actividades y eventos especiales para el programa forestal, tal comola planificaci&#xf3;n  de giras de campo y viajes con donantes, seguimiento con contactos del gobierno, industrias, medios de comunicaci&#xf3;n y otros.  Estas tareas deben estar coordinadas con el Departamento de Informaci&#xf3;n y Comunicaciones, para efectos de difusi&#xf3;n en medios, producci&#xf3;n de boletines,  materiales impresos y audiovisuales, entre otros.&lt;br /&gt;

Cependant, le braconnage des hommes arm&#xe9;s et les conflits li&#xe9;s aux limites probl&#xe9;matiques et &#xe0; la d&#xe9;localisation de certains groupes humains du parc contribuent &#xe0; acc&#xe9;l&#xe9;rer la d&#xe9;gradation de la biodiversit&#xe9; de ce parc. &lt;br/&gt;

L’Institut Congolais pour la Conservation de la Nature (ICCN) et ses partenaires sont en cours de renforcer la formation des gardes dans la lutte anti braconnage et de mettre en œuvre diverses initiatives tendant &#xe0; la r&#xe9;duction des conflits entre les communaut&#xe9;s locales et le personnel de l’ICCN sur le terrain. &lt;br/&gt;

• V&#xe9;rifier et collecter les donn&#xe9;es g&#xe9;oref&#xe9;renc&#xe9;es sur les limites du parc dans le secteur de Mundja pour validation de la carte SYGIAP. &lt;br/&gt;
• Impliquer les autorit&#xe9;s traditionnelles dans le processus de v&#xe9;rification des limites et plus tard de leurs mat&#xe9;rialisation en s’inspirant des r&#xe9;sultats des travaux de WCS sur la d&#xe9;limitation participative dans d’autres secteurs du parc. &lt;br/&gt;
• Entreprendre des contacts avec les autorit&#xe9;s coutumi&#xe8;res pour l’identification de la mani&#xe8;re la plus efficace et la plus durable permettant l’implication des communaut&#xe9;s locales dans la clarification et la mat&#xe9;rialisation des limites du parc dans le secteur de Mundja. &lt;br/&gt;
• Coordonner les activit&#xe9;s communautaires en collaboration avec Pact. &lt;br/&gt;
• Contribuer au renforcement de la collaboration entre les agents de l’ICCN et la population locale en impliquant cette derni&#xe8;re dans les travaux de terrain. &lt;br/&gt;
• Collecter les informations sur les r&#xe9;seaux de braconnage actifs dans le PNS. &lt;br/&gt;
• Appuyer le Chef de Station de Mundja dans la planification des patrouilles et de certaines op&#xe9;rations pratiques de lutte anti braconnage. &lt;br/&gt;
• D&#xe9;velopper et/ou mettre en œuvre la strat&#xe9;gie pour l’&#xe9;limination des camps des braconniers dans le parc et ses alentours. &lt;br/&gt;
• S’assurer de la bonne maintenance et du bon fonctionnement des mat&#xe9;riels et &#xe9;quipements affect&#xe9;s au fonctionnement des activit&#xe9;s du programme. &lt;br/&gt;
