WWF the conservation organization and its Mediterranean Programme Office are seeking a consultant for the economic evaluation of two protected areas in Bosnia and Herzegovina.

The WWF Mediterranean Programme Office (MedPO) is a conservation organization member of the WWF network, aiming to the protection of nature in the Mediterranean Basin. It works in many different countries from both the northern and the southern shores of the Mediterranean, developing and implementing projects of nature conservation funded by several donors including the European Commission, Government Aid Agencies, Foundations and the Private Sector.

The project for which we are seeking a consultant is funded by the Italian Ministry of Foreign Affairs and will run from May 2009 to April 2012. It focuses on three valleys in Bosnia and Herzegovina (BiH): Neretva, Drina and Una-Sana. The objective is to create and promote environmental and sustainable tourism in the three valleys by supporting activities aimed at providing supplementary income for local communities.

Local communities will be supported in identifying opportunities for conservation, tourism and income generation, while information on sustainable tourism in BiH will be provided to foreign tourists and tour operators. This position refers to the project component “Pilot initiatives to promote local economies based on the sustainable development of the natural resources of two protected areas” and it focuses on two areas: Sutjeska National Park (Drina Valley) and Hutovo Blato Nature Park (Neretva Valley).

Position description

I. Major Functions:

The consultant will undertake the economic evaluation of the Sutjeska National Park and the Hutovo Blato Nature Park. In particular, the consultant will:

evaluate the economic benefits to local communities of the two protected areas
raise consciousness on the opportunities offered by protected areas in terms of local sustainable development
provide indications as to the best opportunities for investment and economic activities aimed at sustainable development.

The position is home-based with a minimum of 8 working days in Bosnia and Herzegovina.

II. Major Duties and Responsibilities:

Work in close cooperation with the local WWF project coordinator, who will provide guidance and orientation
Organize the collection of information from the local communities and stakeholders of the protected areas (also through questionnaires and interviews)
Organize and participate in training at the local level (1 training workshop planned for representatives of local institutions, park authorities and communities) in cooperation with an interpreter and an international trainer
Organize and participate in consultations at the local level (2 consultation workshops planned with representatives of institutions, park authorities and communities) in cooperation with an interpreter and an international trainer
Participate in other local meetings as needed (local committees, for example)
Undertake the economic evaluation
Produce a final report in English
Liaise with other international consultants working on related activities of the project, as needed
Provide regular activity reports to project coordinators (the local WWF coordinator and the MedPO project coordinator)
Contribute to the overall project evaluation as needed
Provide to project coordinators final feedback on project activities.

III. Minimum Qualifications:

Knowledge:
- Advanced degree in a relevant field
- Fluency in English; working knowledge of the local language of Bosnia and Herzegovina an asset (interpreter’s time related to this position is limited)
Experience:
- Working experience in different geographic contexts
- Experience with protected areas, payment for ecosystem services and related topics

WWF, the global conservation organization that has been working in China for 29 years, is looking for a highly skilled professional to be Banking and Finance Manager, China for a Global SHIFT Network Initiative (NI) for WWF China Office (CPO) to be based in Beijing.

This position will report to the interim leader for China for a Global SHIFT NI Programme and cooperate with staff from related departments and programme officers within WWF CPO.

I. Mission of the Initiative:

WWF China has developed a major work program with the Chinese financial sector. This work is being delivered via one of WWFs initiatives, China for a Global Shift Initiative (China SHIFT), which is one of 14 global priority programs within the WWF network. China SHIFT is working with individual institutions, regulators and across the finance sector as a whole to promote more responsible lending and investment practices.

This work forms one of the four key programs of the China SHIFT program and is of strategic importance to both the WWF China office and wider WWF network. The post will suit a senior and experienced individual who is used to operating at the highest levels with FIs and regulators with strong environment and sustainability focus. The Program Manager will be supported in this program by a small team of Beijing based staff, as well as WWF network specialists.

II. Major Functions:

Leads the implementation of the sustainable banking and financing programme for the Shift Initiative.
Works with key Chinese financial institutions (FIs) on sustainability within their core business to promote more responsible lending and investment and to reduce the environmental and social impacts of private sector activity both in China and in WWF’s priority places globally.

III. Major Duties and Responsibilities:

To organize and coordinate high-level WWF network participation in events in China and elsewhere that supports WWFs objectives in terms of its work with the financial sector.
To manage and grow the Forum for Environment and Development (FED) network.
To develop future cooperation with national authorities, academic institution, government & aid agencies, NGOs, international organizations, business and other stakeholders, and establish a network of partners on sustainability in the banking and finance sector.
To provide a cross cutting support service to other WWF Network Initiatives as they engage with the Chinese financial sector, and specifically to support the work of the Market Transformation Initiative (MTI) in its work with Chinese corporate and FIs.
To prepare required policy, technical and briefing papers as needed.
To ensure the preparation and timely submission to donors of annual work plans and budgets as well as technical and financial reports according to agreed network standards.
To follow up with particular development proposals as necessary in WWF China and with rest of WWF network; provide supports and review project proposals, TORs and contracts for fund raising and interventions in the region.
To manage staff in the Shift Initiative’s Banking and Finance Program.
Fulfill other related tasks as agreed and required by China SHIFT program leader.

IV. Profile:

Required Qualifications

A minimum of a bachelor’s degree in finance, economics or the environment which is relevant to the post.
At least five years working experience in the area of finance and sustainability and demonstrated knowledge about banking, finance, investment, environment and sustainable development issues. Environmental/sustainability (lead) staff in a financing sector desired.

Required Skills

Ability to analyze sustainability issues and to effectively communicate these to financial institution partners and others who WWF is working with.
Strong coordination and team work experience and excellent interpersonal skills and an ability to work in a networked environment (the WWF family), with a proven ability to define and defend priorities.

Organization

The Secretariat provides program and operational leadership and support to a global Network.

Responsibilities

The role is to lead and manage the Secretariat’s Major Donor fundraising activities with individuals, trusts, foundations, legacies, and other approaches on a global scale but particularly in Europe.

On arrival, he or she will also take ownership of the imminent five-year, $100 million “Campaign for a Living Planet”, targeting High- and Ultra-High Net Worth Individuals; later on the campaign will be opened up to the whole network with the goal of generating a further $500 million in pledges by 2015. A key aspect of the role will be to further develop the campaign and ensure to reach its fundraising target and good cooperation and support from other departments at the Secretariat such as Conservation and Finance, and likewise with national organizations in the network to promote joint fundraising and best practices.

Qualifications

The ideal candidate will have:

An excellent educational background, likely including an advanced degree in Public Relations, Marketing, or Fundraising,
At least 10 years experience in a senior fundraising position in an international environment,
He or she must have a proven track record in Major Donor fundraising including strategy, prospect research, proposal preparation and presentation, closing, and donor stewardship.

WWF Hongkong, Carbon Finance Fellow

The WWF global network, working in more than 100 countries worldwide, is engaging with national and local governments, communities, and business to promote policies and projects to preserve nature and biodiversity and to reduce the risk of climate change. As the world moves toward a new global deal on climate change in Copenhagen, there are unprecedented opportunities to use carbon finance as a source of funding for climate, conservation and sustainable economic development.

WWF’s Carbon Finance Fellow will work with the Chairman and Leader of WWF’s global initiative on Forest Carbon, and other leaders of WWF’s conservation and finance initiatives to develop and implement a coherent strategy for WWF’s approach to carbon finance in the new global climate framework, with a focus on reductions in emissions from deforestation.

This one-year fellowship appointment is a unique opportunity for an experienced executive or professional who desires a sabbatical or a change in career direction and who wants to contribute to improving the earth’s environment. The Fellow will work with conservation experts inside and outside WWF to use the new global financial architecture for carbon to support WWF’s initiatives. The Fellow will provide counsel on carbon finance project development, risk assessment, partnerships, including specific priority projects in Asia, Latin America, and/or Africa. The Fellow will advise on policies for developing sustainable financing (including forest carbon). The Fellow will work actively with others in WWF to use WWF’s convening power to host meetings and seminars with WWF’s partners that bring together decision makers and financial/legal professionals to establish sound policies for carbon finance. From time to time, the Fellow may have the opportunity to visit forest countries and be involved first hand in policy and project work, as early action demonstration projects are an important component of WWF’s contribution to reducing deforestation.

Work Priorities:
The list of priorities will likely evolve over the year and to some degree will depend on the thinking and initiative of the Fellow. The five main priorities currently expected are as follows:

Support the Forest Carbon Initiative (FCI) Chairman to organize the 2010 Forest Carbon Finance Summit, a large meeting in Washington in partnership with Nicholas Institute at Duke University and Harvard Law School’s Program on International Financial Systems.
Serve as the finance expert in the FCI to conceive, manage, and communicate the strategy for forest carbon finance, including writing and cooperating on papers.
Coordinate with WWF forest and "sustainable finance" teams in Asia to help develop programs and projects that involve carbon finance.
Evaluate and comment on, or work to originate, forest carbon policies, proposed pilot forest carbon projects within the WWF network.
When appropriate, speak to media or conferences about forest carbon or carbon finance generally.

Terms of Appointment:
The Fellow will be engaged on a one-year contract. A fellowship stipend is available.

Qualifications & Experience Required:

Bachelors Degree in a relevant discipline, with further post-graduate degree or professional certification would be appreciated.
Possess a successful career history and at least 8 years working experience in law firms, consulting firms, financial services industry, or accountancy that involves financial analysis.

Entre sus áreas de competencia se encuentra además a organización de actividades y eventos especiales para el programa forestal, tal comola planificación de giras de campo y viajes con donantes, seguimiento con contactos del gobierno, industrias, medios de comunicación y otros. Estas tareas deben estar coordinadas con el Departamento de Información y Comunicaciones, para efectos de difusión en medios, producción de boletines, materiales impresos y audiovisuales, entre otros.

El puesto requiere mantener una constante comunicación con el personal basado en Panamá, la sede regional en Costa Rica y la Red WWF.

REQUERIMIENTOS MÍNIMOS PARA EL PUESTO

Conocimientos: Formación técnica en conservacion de recursos naturales. Preferible grado de Bachillerato universitario, y conocimientos de Administración.
Experiencia: Experiencia mínima de dos años en organizaciones no gubernamentales vinculadas al tema de recursos naturales y/o medio ambiente.
Destrezas y habilidades:

Bilingüe- Inglés/Español- y con probada experiencia en escribir documentos en ambos idiomas.

Le Parc National de la Salonga est considéré comme une des régions les plus importantes pour la conservation de la biodiversité en Afrique centrale. Cependant, le braconnage des hommes armés et les conflits liés aux limites problématiques et à la délocalisation de certains groupes humains du parc contribuent à accélérer la dégradation de la biodiversité de ce parc.

L’Institut Congolais pour la Conservation de la Nature (ICCN) et ses partenaires sont en cours de renforcer la formation des gardes dans la lutte anti braconnage et de mettre en œuvre diverses initiatives tendant à la réduction des conflits entre les communautés locales et le personnel de l’ICCN sur le terrain.

Le WWF recherche un consultant pour un appui technique devant permettre aux gardes et à la communauté locale de s’impliquer efficacement dans les opérations de réduction de l’érosion de la biodiversité du Parc National de la Salonga et dans le respect d’une manière consensuelle de ses limites.

TERMES DE REFERENCES

FONCTIONS PRINCIPALES

• Vérifier et collecter les données géoreférencées sur les limites du parc dans le secteur de Mundja pour validation de la carte SYGIAP.
• Impliquer les autorités traditionnelles dans le processus de vérification des limites et plus tard de leurs matérialisation en s’inspirant des résultats des travaux de WCS sur la délimitation participative dans d’autres secteurs du parc.
• Entreprendre des contacts avec les autorités coutumières pour l’identification de la manière la plus efficace et la plus durable permettant l’implication des communautés locales dans la clarification et la matérialisation des limites du parc dans le secteur de Mundja.
• Coordonner les activités communautaires en collaboration avec Pact.
• Contribuer au renforcement de la collaboration entre les agents de l’ICCN et la population locale en impliquant cette dernière dans les travaux de terrain.
• Collecter les informations sur les réseaux de braconnage actifs dans le PNS.
• Appuyer le Chef de Station de Mundja dans la planification des patrouilles et de certaines opérations pratiques de lutte anti braconnage.
• Développer et/ou mettre en œuvre la stratégie pour l’élimination des camps des braconniers dans le parc et ses alentours.
• S’assurer de la bonne maintenance et du bon fonctionnement des matériels et équipements affectés au fonctionnement des activités du programme.
• Tenir régulièrement au courant le Conseiller du Parc et le Chef de Site du progrès des travaux et des difficultés éventuelles.
• Entreprendre tout autre tache pertinente qui lui sera confié dans le cadre de l’exécution de sa mission.

QUALIFICATIONS REQUISES

• Formation universitaire de second cycle au moins en biologie, sciences sociales ou gestion des ressources naturelles.
• Très bonne connaissance de la conservation de la biodiversité avec un accent sur les Aires Protégées.
• Expérience de travail avec les communautés locales dans la région de la Salonga.
• Connaissance pratiques dans l’organisation des patrouilles de surveillance dans une AP.
• Bonne maîtrise du français et du lingala. La connaissance des autres langues locales serait un atout.
• Etre disposé à travailler en équipe.
• Bonne santé physique et disponibilité à voyager dans des conditions de confort réduit à travers le Parc National de la Salonga et le landscape Salonga-Lukenie-Sankuru.
• Aptitude à travailler indépendamment et sous pression de temps.

LES MISSIONS :
- Coordonner l’ensemble des interventions et des moyens du WWF dans les collectivités françaises d’outre-mer, notamment le budget et le plan de communication, avec l’appui des pôles thématiques (eau douce, forêt, océans et côtes…) et des départements concernés ;
- Renforcer et gérer les moyens humains et financiers du WWF-France en Guyane et en Nouvelle-Calédonie (7 personnes), notamment dans la planification stratégique et la recherche de fonds ; Optimiser les relations entre les bureaux délocalisés et les différents services du siège.
- Développer et mettre en œuvre directement des initiatives partenariales d’envergure nationale de sensibilisation et de mobilisation du public (citoyens, élus, administrations, associations…) en faveur de la biodiversité Outre-mer. Une priorité sera donnée à la capitalisation des acquis obtenus depuis 10 ans ;
- Développer les relations auprès des différents acteurs, notamment influencer les décideurs nationaux pour une meilleure prise en compte de la biodiversité dans les politiques publiques et stratégies privées Outre-mer.

Formation/Connaissances :
- Formation Bac + 5 école d’ingénieur ou université en sciences naturelles
- Connaissance des problématiques biodiversité, réseaux des acteurs locaux et nationaux de l’Outre-Mer français
