CBD Return to Brazil
From 20-31 March 2006 the 8th Conference of the Parties to the Convention on Biological Diversity (CBD COP8) will take place in Curitiba Brazil more than a decade since the Convention’s inception in 1992 in Rio de Janeiro.
COP 8 will therefore be a key meeting to review how the Convention has been implemented since 1992 and how to make the CBD more effective in the coming years.Over the last decade the CBD has adopted a large number of programmes of work and the Convention’s Parties have committed themselves to achieving ambitious targets. Most notably:
in 2002 the Convention adopted the 2010 target to substantially reduce the current rate of biodiversity loss by 2010 as a contribution to the achievement of the Millennium Development Goals; and
in 2004 at COP 7, an ambitions programme of work on protected areas was adopted with a rage of targets to help achieve the 2010 target.
At COP 8 the CBD will need to ensure that Parties implement the Convention at the national level if the 2010 Target is to be achieved. This will require:
- Adoption of a robust set of sub-targets and indicators to measure progress towards the 2010 Target.
- Making the implementation of the Convention more efficient by streamlining activities and linking initiatives to the targets of the Strategic Plan and the Programmes of Work, which are the tools to implement the Convention.
- Ensuring explicit links are made between the implementation of the CBD, the eradication of poverty and international efforts to achieve the Millennium Development Goals.
- Ensuring adequate financial resources are secured for the implementation of the Convention’s Programmes of Work through an in-depth review of financial resources and the financial mechanism.
